Doral Renewables closed nearly $900 million in construction financing for its Cold Creek Solar and (PR Newswire), Storage project in March 2026, issued a Notice to Proceed the same month, and launched full construction on the 430-megawatt, 340-megawatt-hour solar-plus-storage facility spanning Schleicher and Tom Green counties, with Schleicher County bordering Sutton County directly to the east and Sonora positioned on I-10 as the primary services and mobilization hub for construction crews working the western portions of that project footprint through its expected commercial operation in summer 2028. Bechtel is serving as the engineering, procurement, and construction contractor for Cold Creek, deploying over 850,000 solar modules across the two-county site (Bechtel), a project scale that requires hundreds of construction workers operating simultaneously across a multi-county footprint, all of whom require sustained bulk water access for panel foundation work, substation civil construction, battery storage pad preparation, and crew support from the nearest I-10 services corridor. Sonora also sits at the western boundary of Apex Clean Energy's Big Trail wind, solar, and battery project, which spans the Schleicher and Sutton County line (Myeldorado) and places large-scale renewable energy construction directly within Sutton County, compounding the regional construction workforce footprint at a time when the entire I-10 corridor from Ozona east through Junction is seeing simultaneous active infrastructure programs, including the Blackcomb Pipeline mainline construction through Crockett County to the west. Solar module racking installation, trenching for underground collection lines, concrete pad pours at substation and inverter locations, and hydrostatic commissioning of battery storage systems all require bulk water sourcing that permanent utility infrastructure in rural Sutton County cannot provide at the volumes and reliability that multi-hundred-megawatt construction programs demand. With Cold Creek under active construction and Big Trail progressing along the Sutton-Schleicher county line simultaneously, Sonora-area construction programs are now competing for the same limited regional bulk water sourcing capacity during the same construction season, making pre-arranged supply the only reliable path for contractors who cannot afford field delays once crews are on the ground.
