Hydrostatic pressure testing of mainline sections, horizontal directional drilling at river crossings, and crew support across spreads stretching 50-plus miles require bulk water that Terrell County's minimal utility infrastructure cannot provide, making pre-confirmed supply arrangements essential before any mobilization window opens. Water Runner provides TCEQ-licensed bulk water delivery with the Trans-Pecos operational reach to serve Sanderson-area pipeline construction, upstream field programs, and remote infrastructure projects from first mobilization through completion.
