Infinium broke ground in May 2025 on Project Roadrunner, the world's largest eFuels production facility, located approximately five miles from the city of Pecos in Reeves County, backed by more than $275 million in equity financing from Brookfield Asset Management and Breakthrough Energy Catalyst (Infinium), with long-term offtake agreements secured from American Airlines and IAG and commercial operations targeted for 2027. The Pecos site repurposes an existing brownfield gas-to-liquids facility and adds new hydrogen and synthesis units, including a 100-megawatt electrolyzer system that will generate green hydrogen on site (Pilosio SpA), making it one of the most technically complex and water-intensive industrial construction projects currently underway in the Trans-Pecos region. Pecos sits at the junction of I-20 and US-285 in Reeves County, positioned at the convergence of the Permian Basin's Delaware sub-basin production corridor to the north and the Waha Hub natural gas aggregation network, which supplies multiple pipelines delivering gas to Mexico and Gulf Coast markets, giving large-scale industrial and energy operators direct access to abundant feedstock, existing midstream infrastructure, and well-established oilfield service networks. The Pecos EDC has indicated Project Roadrunner is expected to serve as the first of up to three additional phases or plants to be built in the area (CBS7), confirming that the immediate construction footprint near Pecos is expected to expand significantly over the coming years, with each phase generating its own civil grading, equipment installation, hydrostatic testing, and worker support water demand. Industrial facilities of this class require reliable bulk water access from the earliest phases of site preparation, when earthwork and foundation construction begin well ahead of any utility connections reaching the site.
