Monahans sits along the I-20 corridor as the county seat of Ward County, positioned between the Delaware Basin activity to the west and the Permian Basin's Midland sub-basin operations to the east, giving it strategic logistics access that has made it a long-established hub for oil and gas services, pipeline operations, and now large-scale power generation construction. The CPV Basin Ranch Energy Center is projected to create 5,200 direct, indirect, and induced jobs during construction, paying over $1.8 billion in wages and benefits (Cpv), which represents a substantial and sustained demand for worker support infrastructure, site preparation water, dust control on access roads, equipment staging, and hydrostatic testing of high-pressure systems throughout the multi-year build cycle. Combined-cycle power plant construction at this scale requires reliable bulk water access from the earliest stages of civil grading and foundation work through turbine commissioning, and sourcing gaps that emerge after crews mobilize create schedule risk that cannot be recovered easily on a project of this timeline and complexity.
