Enterprise Products Partners has announced construction of the Mentone West 2 natural gas processing plant in Loving County, a Enterpriseproducts 300-million-cubic-foot-per-day cryogenic facility expected to begin service in the second quarter of 2026, following the Mentone West 1 plant scheduled to come online in the second half of 2025, adding two more major processing trains directly to the Mentone complex and extending a multi-plant capital program that has grown Enterprise's total Delaware Basin processing capacity to more than 1.6 billion cubic feet per day of natural gas processing and more than 250,000 barrels per day of NGL extraction (BIC Magazine), all concentrated in and around Loving County. Mentone serves as the physical address of this processing hub because Loving County sits at the intersection of the Delaware Basin's most productive producing zones (Pecos), placing it directly inside the core of one of the highest-intensity drilling and completion corridors in the United States, where operators including major Permian Basin independents are simultaneously running completion programs, pipeline construction, and compression expansion across hundreds of active lease positions within close radius of the Mentone facilities. Cardinal Midstream has also completed 36 miles of new large-diameter, high- and low-pressure natural gas gathering pipelines and plans to add 220 million cubic feet per day of processing capacity at its Pecos River Processing Complex (Natural Gas Intelligence), reinforcing that Loving County and its immediate environs are in an active midstream build cycle with multiple operators simultaneously expanding gathering, compression, and processing infrastructure across the Delaware Basin footprint. Processing plant construction, pipeline tie-ins, compressor station installations, water injection programs, and the workover and completion activity feeding these facilities all require sustained bulk water access for concrete work, hydrostatic testing, cementing, and dust control on caliche lease roads that serve dozens of active pads across a county with almost no permanent utility water infrastructure outside of a single-digit population base. With Mentone West 1 and Mentone West 2 both in active construction phases and upstream drilling programs continuously mobilizing around them, regional water sourcing is committed to concurrent programs, and contractors arriving without a pre-arranged supply agreement will find confirmed water access difficult to secure once mobilization windows open.
