Iron Mesa is designed to serve both the Delaware and Midland sub-basins, offering supply optionality across two of the most prolific production areas in the Permian, while also enabling concurrent upgrades to the existing Goldsmith facility that will retire aging infrastructure and improve operational efficiency and environmental performance in the area (Inspectioneering). Goldsmith sits in northwestern Ector County along the intersection of the Permian Basin's Midland and Delaware Basin boundaries, a geographic position that makes it a natural processing and gathering hub for producers operating across both sub-basins simultaneously, and one that Phillips 66 has explicitly cited as a key factor in Iron Mesa's site selection. The project has logged more than 77,000 safe work hours with the first major equipment lift, including installation of a processing tower, planned as a near-term milestone (Hydrocarbon Processing), confirming that construction is in an active and accelerating phase that generates continuous bulk water demand across foundation work, equipment installation, commissioning activities, and worker support. Cryogenic gas processing plant construction at this scale requires reliable non-potable water from the earliest civil phases through hydrostatic testing of high-pressure processing systems, and contractors mobilizing to the Iron Mesa site without a confirmed water supply partner face sourcing constraints precisely when construction intensity is highest.
