Cryogenic processing plant construction at this scale requires bulk water continuously from earliest civil phases through hydrostatic testing of high-pressure processing systems, and with Ector County's upstream drilling and completion programs adding concurrent demand to the same regional sourcing capacity, contractors arriving without a confirmed water supply partner face constraints precisely when construction intensity is highest.
