Eldorado sits on US 190 at the geographic midpoint between San Angelo to the northeast and Sonora to the southwest, placing it on the direct corridor connecting the Concho Valley and the Permian Basin to the Hill Country and South Texas, a position that makes it the natural mobilization and resupply point for construction crews working across the multi-county Big Trail footprint as well as ongoing operations and maintenance programs at the existing 160-megawatt Langford Wind Farm that stretches into Schleicher County from an adjoining county (Grist). Utility-scale wind and solar construction at the scale Apex is developing requires sustained bulk water supply for concrete batch mixing at turbine foundation pads, hydrostatic testing of subsurface collection and interconnect lines, dust control across access roads serving hundreds of turbine and panel locations, and potable crew support across a construction zone spanning hundreds of thousands of acres with minimal permanent infrastructure. Schleicher County's population of approximately 2,300 across 1,311 square miles means permanent water utility service does not extend to the vast majority of active construction sites, and contractors who arrive without a confirmed bulk water supply arrangement in place face an immediate field constraint with no fast resolution available in this terrain.
