Solar pier foundation drilling and concrete installation across 2,900 acres, BESS civil pad work, substation construction, and crew support all require bulk water that Concho County's rural utility infrastructure does not supply to active field locations. With Lucy Solar's construction window running through mid-2027 and Eden as the county's only incorporated services hub, regional sourcing will be committed well before any contractor arrives without pre-confirmed arrangements.
