AES Corporation's Buffalo Gap Repower project takes its name directly from the Buffalo Gap area in Taylor County, replacing 282 older turbines across western Taylor and eastern Nolan counties with 117 new Vestas V150-4.5-megawatt turbines on new concrete foundations since October 2025, with demolition continuing through spring 2026, new turbine operations targeting 2027, and over $94 million in projected lifetime tax revenue to Taylor and Nolan counties and local ISDs, placing active full-demolition wind repowering construction in the immediate surrounding landscape. Buffalo Gap sits on FM 89 in southern Taylor County, approximately 15 miles south of Abilene, placing it between the AES repowering construction zone in western Taylor County and the Crusoe AI data center campus running 2.1 gigawatts of concurrent construction with up to 5,000 workers daily to the north, compressing regional bulk water sourcing capacity from both directions simultaneously through 2027. New turbine foundation concrete pours, tower erection, access road preparation, and crew support across the two-county repowering footprint require bulk water that Taylor County's rural utility infrastructure does not supply to active turbine pad locations. With the Buffalo Gap Repower and the Abilene AI campus both running concurrent programs through 2027, contractors arriving without pre-confirmed water arrangements will find Taylor County sourcing already fully committed. Water Runner provides TCEQ-licensed bulk water delivery with the Taylor County fleet capacity to serve Buffalo Gap-area wind repowering, data center construction support, and field infrastructure projects from first mobilization through completion.
