Serving Big Lake, TX
Reagan County is recognized as the Birthplace of the Permian Basin, where the Santa Rita No. 1 came into production on May 28, 1923, as the first producing commercial oil well in the Permian Basin, (Biglakeedc) and more than a century later that legacy has scaled into one of the most prolific upstream oil and gas environments in the state, with Reagan County ranking eighth in Texas and fifteenth nationally for barrels of oil equivalent produced, generating 5.8 million barrels of oil and 7.7 million total BOE in a single month, accounting for 3.54 percent of all Texas oil production, with more than 16,000 wells drilled, 4,400 active wells, and 84 operators running concurrent programs across the county (BJ Oil), making Big Lake, as the county seat and only incorporated city in Reagan County, the primary staging and services hub for one of the most concentrated multi-operator Wolfcamp and Spraberry development corridors in the entire Permian Basin. Canes Midstream operates the Big Lake Processing Complex in Reagan County with a capacity of 480,000 thousand cubic feet per day, serving growing production from the Wolfcamp formation in the Midland Basin with cryogenic NGL recovery and a 25-mile residue pipeline connecting directly to the Kinder Morgan Gulf Coast Express and Permian Highway Pipeline systems, (Canesmidstream) anchoring Big Lake as a named midstream infrastructure hub where plant operations, pipeline maintenance, compressor station servicing, and ongoing facility expansion generate year-round field water demand on top of the upstream drilling and completion programs running across 84 active operators. Diamondback Energy acquired approximately 15,000 net acres in Upton and Reagan counties through a trade with TRP, adding 55 remaining undeveloped operated locations that compete for capital immediately, (sec) meaning the post-Endeavor Diamondback consolidation that created the second-largest Midland Basin producer is actively directing new drilling capital into the Reagan County corridor surrounding Big Lake alongside ExxonMobil, Civitas, and the full roster of 84 county operators running simultaneous horizontal development programs across stacked Wolfcamp and Spraberry targets. Multi-well horizontal completions in Reagan County require freshwater in the millions of barrels per pad across simulfrac operations targeting 2-mile and 2.5-mile laterals, with additional bulk water demand for midstream facility maintenance, compressor station operations, and access road stabilization across remote lease locations that Reagan County's rural utility infrastructure does not reach beyond Big Lake's service boundary. With 84 operators running 4,400 active wells while Diamondback, ExxonMobil, and Civitas accelerate multi-well development programs on newly acquired Reagan County acreage simultaneously, every regional bulk water supply unit in and around Big Lake will remain committed to concurrent completion programs year-round, leaving any operator or contractor who has not confirmed sourcing arrangements before rig mobilization with no available alternative in a county where Big Lake is the sole incorporated services community. Water Runner provides TCEQ-licensed bulk water delivery with the Permian Basin fleet capacity and Reagan County operational reach to serve Big Lake-area completion programs, midstream facility operations, and multi-operator field infrastructure projects reliably from first mobilization through completion.
