With Norton now in O&M and Cold Creek in active construction, regional bulk water sourcing capacity across the Ballinger corridor will face concurrent demand from both programs, leaving subcontractors who have not confirmed supply arrangements before mobilizing with no viable alternative in a county where Ballinger is the only incorporated services node.
